About Capital Area Council of Governments (CAPCOG)Executive Committee Mission Statement: The CAPCOG region includes Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, The Capital Area Council of Governments (CAPCOG), formerly known as the Capital Area Planning Council (CAPCO), was organized in 1970 to serve local governments in its ten-county region, known as State Planning Region 12. CAPCOG is a regional planning commission organized under Chapter 391, Local Government Code, and is one of 24 within the State of Texas. CAPCOG is commonly referred to as a Council of Governments (COG). What Is A Council Of Governments (COG)?Councils of Governments are voluntary associations of counties, cities, and special districts formed under Texas law. These associations deal with the problems and planning needs that cross the boundaries of individual local governments or that require regional attention. Although known by several different names, including council of governments, regional planning commissions, associations of governments and area councils, they are most commonly referred to as "COGs". A council of governments is defined by law as political subdivision of the state, but it has no regulatory power or the authority possessed by cities, counties or other local governments. Decisions by a council of governments are not binding on member governments. As a political subdivision, councils of governments are subject to state laws governing open meetings, access to public records and conduct of public officials. Administrative ServicesAdministrative Services is responsible for the following internal and external services for all CAPCOG program areas: accounting, budgeting, financial management and reporting, personnel/payroll, purchasing, and records management. Administrative Services provides support services as needed to implement programs in accordance with grant and contract agreements. The Member Services Section is the centralized source of CAPCOG's information distribution system. This includes courtesy copies of Regional Plans formulated by CAPCOG, drafts prior to publication of program area newsletters, training schedules, program brochures, advertisements, and public service announcements. Notice of newspaper articles or interviews with staff about CAPCOG are provided to the Member Services Section for proper agency response coordination. The Member Services Section is the liaison between the CAPCOG membership and the agency. This includes visits to commissioners court and city council meetings. Other duties include, Web page editing and design, CAPCOG program and meeting scheduling, database upkeep, advisory committee member lists and attendance records, publishing and distribution of the every-other-month CAPCOG Newsletter, publishing and distribution of a post-election Regional Directory, publishing and distribution of the Annual Report and development of strategies to market CAPCOG products. Information Support Services Division maintains the agency's computer, networking, and telephone equipment, and provides guidance in the selection of new equipment and the development of regional technological infrastructure. This includes administration/maintenance of the CAPCOG Local Area Network, 9-1-1 Wide Area Network, operating systems, servers, network printers/plotters, network hardware, and e-mail, Internet and user application support for regional 9-1-1 Addressing/GIS offices and CAPCOG Staff.
