Texas Review and Comment System (TRACS) Committee
In 1982, President Ronald Reagan issued an executive order under the Intergovernmental Cooperation Act to foster partnerships between state governments and the federal government. Texas created the Texas Review and Comment System (TRACS) in response to the executive order and to allow state entities an opportunity to review federal and state programs.
The purpose of the Texas Review and Comment System (TRACS) is to establish a statewide system that provides local officials with opportunities to review and to comment on state and federal grants applications, environmental assessments, and impact statements, related to projects or programs that affect their jurisdiction before the proposals are approved or funded.
TRACS serves as an information exchange system, a mechanism for improving grant applications, a method for determining consistency with regional plans, and as a check on unnecessary duplication.
TRACS Procedure
The Capital Area Council of Governments requires that all applicants must submit the Capital Area TRACS Review form and the Standard Form 424 or an equivalent form covering the same information. Copies of these forms are available for download at the bottom of this page. CAPCOG will not review projects from applicants who have not submitted both the Capital Area Review form and Standard Form 424 or the equivalent.
This general format is subject to change due to holidays and special events.
Each applicant must submit the project application, the Capital Area TRACS Review form, and Standard Form 424 or the equivalent by the end of the business day on the second Tuesday of the month. Failure to do so will delay your project's review until the next month's cycle.
The CAPCOG TRACS Committee meets the fourth Tuesday of each month.
Committee Goals
Major goals of the Texas Review and Comment System (TRACS) include:
- providing opportunities for intergovernmental consultation on applications, with a view toward strengthening proposals before they are submitted to the appropriate federal or state agency for approval;
- fostering intergovernmental cooperation and coordination;
- discouraging unnecessary duplication;
- providing a mechanism for the timely exchange of information among the various levels of government on proposals potentially affecting them;
- providing public agencies responsible for enforcing or furthering civic rights laws an opportunity to participate in the review process; and
- Providing the state and local governments with information about the distribution of federal and state funds throughout Texas.
