Census Participant Statistical Areas Program (PSAP)
Program Overview
The 2010 PSAP is a nationwide program conducted by the Census Bureau to review and update the boundaries for census block groups, census tracts, and census designated places. CAPCOG served as the primary participant for the 2010 PSAP in our region. CAPCOG coordinated the update with technical participants in each county who reviewed and suggested modifications to these boundaries.
During this program, CAPCOG and the technical participants sought the expertise of local governments, state and federal agencies, school districts, law enforcement agencies, academicians, and private-sector firms to ensure the update of census tracts, block groups, and census designated places are as accurate as possible.
The proposed boundaries including interactive maps for each County were posted for comment from March 16th to March 30th. The final submissions were sent to the Census Bureau on April 1st. To view the original proposed boundaries that were under public comment review, click here.
CAPCOG gave a presentation to the Capital Area GIS Planning Council on April 24th about the final submissions from the Census PSAP program.
Schedule
CAPCOG had 120 days to submit our PSAP updates to the Census Bureau. Since we were working on multiple counties, the Census Bureau requested that we complete our first county within 60 days to ensure that we are successfully implementing the program. The first county submission was Llano County because of the few number of updates anticipated for the County.
Below was the overall schedule for submitting the updates to the Census Bureau. Other deadlines may be used by the contact in each County to receive input from interested parties (such as Cities).
November 25, 2008: Mayors, County Judges, Legislators notified by CAPCOG of process.
December 1, 2008: Census Data Received by CAPCOG (120 day period begins).
December 4, 2008: Technical participants trained on PSAP software.
December- February 2009: Receive input from interested parties and prepare draft submission.
January 26, 2009: Submit First County (within 60 days).
by March 16, 2009: Open proposed boundaries up for public comment. (Posted here)
March 30, 2009: Submit Update to Census Bureau (End of 120 day period).

Lists of Tracts and Block Groups Requiring Update
The Census Bureau identified several tracts and block groups that require update based on established population and housing unit criteria. The current criteria can be found here. The links below include the tracts and block groups by county that require update.

Because these lists were generated using the Census 2000 data, there may be several additional tracts and block groups that may be updated in areas that experienced significant population change since 2000. Also minor boundary changes may be made to correct any unacceptable features used for boundaries or other boundary errors.
