CAPCOG's Criminal Justice Program is designated by the Office of the Governor's Criminal Justice Division (CJD) for regional coordination efforts on the subject in the 10-county State Planning Region 12 area. The program provides technical assistance to applicants for CJD grant funding opportunities to include criminal justice, juvenile justice and victim services-related programming.

CAPCOG’s Criminal Justice Program and Criminal Justice Advisory Committee review and update or create a regional strategic criminal justice plan annually. The program also facilitates the grant application scoring process through the Criminal Justice Advisory Committee. Each year application scoring done by the committee is based on local, regional and state priorities.

The Plan Year (PY) 2019 started in September 2017 with a Criminal Justice Advisory Committee with stakeholder meetings.

Funding opportunities that CAPCOG helps administer for Plan Year 2019 include the following grant programs:

Criminal Justice Grant Scoring Meetings - March 27, 28, 29

The Criminal Justice Grant Scoring Meetings will take place March 27, 28, and 29, in 2018. The CAPCOG Criminal Justice Advisory Committee will hear presentations about each submitted project during these meetings. CAPCOG will relesae a schedule for presentations the first week of March. Check back for more details, which will be posted below.

Third Grant Writing workshop - Completed Jan. 24 (posted Jan. 9)

Because of high demand, CAPCOG will host a third criminal justice grant writing workshop. This workshop will cover the same material as the Jan. 10 and 11 workshops. Attendance at either workshop this week, or the workshop on Jan. 24, is required for consideration of funding.

Mandatory Grant Writing Workshops - Completed Jan. 11

CAPCOG is conducting two mandatory grant writing workshops for entities applying for the above listed CJD funding opportunities for plan year 2019. Each workshop will cover who is eligible to apply, eligible activities, application requirements, funding periods, regulations, certifications and other grant rules for each funding source. A representatives of organizations seeking funding from the four grant programs must attend one workshop. The workshops will take place as follows:

Policy Statement - Completed, Dec. 13, 2017 

The CAPCOG Executive Committee approved the CAPCOG Criminal Justice Advisory Committee's Plan Year 2019 Policy Statement, which defines the rules and regulations governing the committee’s application review and prioritization process for designated funding streams controlled by the CJD. In addition, these policies and procedures govern the operation of CAPCOG’s Criminal Justice Planning as outlined in the Interagency Cooperation Agreement between the CJD and CAPCOG as it relates to CJAC.

Strategic Plan and Funding Priorities Update - Completed, Dec. 13, 2017

In December, the CAPCOG Executive Committee also approved the region's CJD Funding Priorities and the Regional Strategic Criminal Justice Plan for Plan Year 2019. The strategic plan identifies gaps in direct victim assistance, juvenile justice, mental health, and criminal justice issues so that services, existing programs, new initiatives, and funding opportunities may be reviewed and resources targeted accordingly.

Stakeholders Meetings - Completed, Oct. 4, 2017

CAPCOG and its Criminal Justice Advisory Committee (CJAC) are preparing for the upcoming grant cycle for the Office of the Governor, Criminal Justice Division's Plan Year 2019. They are seeking input to update CAPCOG's Regional Strategic Criminal Justice Plan. At two stakeholder meetings, stakeholders will hear a presentation on relevant criminal justice data and discuss priorities with other stakeholders. Stakeholders will be asked to come up with priorities in different areas of criminal justice, as well as identify the top five priorities for the region. The meetings will be held at the following times:

Body-Worn Camera Program

This program aids municipal police departments and county sheriffs’ offices in establishing or enhancing body-worn camera (BWC) programs.

Specialty Courts Program

This program supports specialty problem-solving courts as defined in Chapter 121 of the Texas Government Code. Courts allowed under this announcement include family drug court programs, adult drug court programs, juvenile drug court programs, veterans court programs, mental health court programs, commercially sexually exploited persons court programs, and problem-solving court programs that combine two or more types of court programs above into a multi-purpose program designed to bring multiple types of treatment for co-occurring disorders or issues.

Crime Stoppers Assistance Fund

This program supports certified Texas Crime Stoppers organizations during the state fiscal year 2019 grant cycle.

Texas Conversion to the National Incident-Based Reporting System (NIBRS)

This grant is for projects that enable local law enforcement agencies to upgrade their technology infrastructure to allow for and support the submission of data to the Uniform Crime Reporting (UCR) Incident Based System (NIBRS), particularly solutions that support the subsequent submission of incident data to the National Data Exchange (NDEx). This program is a partnership between the Office of the Governor, Criminal Justice Division (CJD), and the Texas Department of Public Safety (DPS).
