Criminal Justice

CAPCOG's Criminal Justice program has been designated by the Office of the Governor, Criminal Justice Division (CJD), as the responsible entity for regional criminal justice coordination efforts for the ten-county area of Region 12.  CAPCOG's Criminal Justice staff provide technical assistance to grant applicants applying for funding through the Governor's Office, CJD to provide criminal justice, juvenile justice, and victim services-related programming.  Interested parties must be located within the CAPCOG 10-county region, or proposing to provide services within the 10-county region.  The Governor's Office, CJD sets the eligibility requirements for grant application submission.

  

    FY 2013 Criminal Justice-Related Funding Opportunities through the Governor's Office, Criminal Justice Division (CJD)

Agencies/organizations applying for funding through the General Victim Assistance – Direct Services, Violent Crimes Against Women Criminal Justice and Training Projects – Domestic Violence, Sexual Assault, Dating Violence, and Stalking, Criminal Justice Programs (JAG – Justice Assistance Grants), and/or Juvenile Justice Programs - LOCAL (General Juvenile Justice Delinquency Prevention) solicitations to provide local or region-wide services in the 10-county CAPCOG Region must apply directly through the Governor's Office, Criminal Justice Division (CJD).  The Governor's Office, Criminal Justice Division will forward FY 2013 applications to the respective COG for inclusion in the Criminal Justice Advisory Committee application review and prioritization process.  Below are the materials covered in the CAPCOG mandatory grant application training workshops that were held January 10th, 11th, and 12th, regarding CAPCOG's CJAC application review and prioritization process.

  Important Changes in Eligibility Requirements for Future Grant Funding through the Governor’s Office, CJD.


The 81st Legislative Session passed HB 2730, which added Section 60.10 to the Code of Criminal Procedure (CCP). This new section required a county that had an average criminal disposition completeness percentage (in the 2009 DPS Reporting Examining Reporting Compliance to the Texas Computerized Criminal History System) including both juvenile and adult dispositions, of less than 90 percent to create a data reporting improvement plan. The statute required the Commissioners Court of such a county to establish a Local Data Advisory Board, as described by state law, not later than November 1, 2009. The bill set forth the persons authorized and required to be included in such a Local Data Advisory Board.

    Criminal Justice Advisory Committee (CJAC)

CAPCOG's Criminal Justice Advisory Committee (CJAC) was created in 1982 to promote, foster and coordinate criminal justice planning, and to review and prioritize applications for criminal justice funds by local entities.  As required by the Office of the Governor, Criminal Justice Division (CJD), the CJAC membership (see Bylaws below) consists of individuals from around the 10-county region who have been appointed by CAPCOG's Executive Committee to serve in the capacity of grant application review and prioritization.  The CJAC reviews and scores each application based on its own merit, prioritizes the list of scored applications, and presents a list of funding recommendations to the CAPCOG Executive Committee for approval to submit to the Governor’s Office.

Neither CAPCOG, nor the CJAC make funding awards.  All funding decisions are made at the sole discretion of the Governor's Office, CJD.  For more information about the Governor's Office, CJD application process, go to https://cjdonline.governor.state.tx.us/

 

    Community Plans

The Texas Administrative Code (TAC) requires that each county/community submit a community plan for criminal justice related activities to its designated COG as a condition of eligibility to participate in the Governor's Office, CJD application process.  CAPCOG CJC requires community plans to be formally updated and submitted every three years, however, counties/communities wanting to submit an addendum to a standing community plan may do so at any time.  The Community Plans listed below are the most current versions available.  To receive information on how you can become involved in your community's planning process, click on the Community Planning Liaison Contact list below and contact the appointed planning representative for your area.
