Drive Clean: Get help buying a cleaner vehicle

Funding Opportunities for Cleaner Vehicles

The state has a number of programs available for individuals and companies to repair or replace their old vehicles with newer, cleaner vehicles. Read about each opportunity below.

Air Check Texas/Drive a Clean Machine

The Air Check Texas: Drive a Clean Machine program provides up to $3,500 in funding for individuals living in Travis and Williamson counties to replace older vehicles with newer vehicles. Older vehicles must be at least 10 years old or have failed an emissions inspection.

Eligible new vehicles include:

  • model year 2012-2015 cars, SUVs, and vans (qualify for up to $3,000)
  • model year 2013-2015 pickup trucks (qualify for up to $3,000)
  • model year 2012-2015 hybrid, electric, or natural gas-powered vehicles that have been certified to meet EPA’s Tier 2, Bin 3 standards or better

Assistance is only available to incomes below certain income levels.

Texas Emissions Reduction Plan (TERP) Programs

The Texas Emissions Reduction Plan (TERP) is a set of programs designed to reduce emissions by providing financial incentives to individuals and companies to retrofit, repower or replace older, dirtier engines.

Within the CAPCOG region, Bastrop, Caldwell, Hays, Travis, and Williamson counties are eligible to receive funding under these programs. The programs below currently are accepting applications.

Rebate Grants Program

The Texas Emissions Reduction Plan (TERP) Rebate Grants Program is a first-come, first-serve program limited to upgrading or replacing diesel on-road heavy duty vehicles and select non-road equipment. On-road vehicles must have a gross vehicle weight rating greater than 8,500 pounds and non-road equipment must be equipped with at least a 25 horsepower engine. The vehicles and equipment also must operate within at least one of 42 Texas counties including Bastrop, Caldwell, Hays, Travis, and Williamson for at least 75 percent of their annual usage.

Grant application deadline: May 26, 2017

TCEQ encourages qualifying small businesses to apply for the grant as portion of the program’s funding is allocated for them.

Texas Natural Gas Vehicle Grant Program

The Texas Natural Gas Vehicle Grant Program allows for individuals, businesses, and governmental entities that own and operate a heavy-duty or medium-duty vehicle to qualify for funding to replace a vehicle with a natural gas vehicle or to repower the vehicle with a natural gas engine. Counties in the Capital Area Council of Governments that are eligible grant include Bastrop, Caldwell, Hays, Lee, Fayette, Travis, and Williamson counties.

Grant application deadline: May 26, 2017

Interested parties should contact a participating dealer under contract with the TCEQ to determine eligibility. Program staff at the TCEQ are always available to answer questions.
