Solid Waste Grant Program


With state funding generated from selected landfill fees, Texas councils of governments such as CAPCOG are able to support eligible projects within its jurisdiction that help implement the regional solid waste management plan.

Current grant application opportunities

The CAPCOG Solid Waste Grant Program is estimated to provide $204,208 in pass-through funding to communities in its 10-county region for the 2016 and 2017 fiscal years. 

Grant funds are available to local governments, public schools and school districts, and general and special law districts created in accordance with state law, and with the authority and responsibility for water quality protection or municipal solid waste management. 

Funds may be used for projects under seven categories:

  1. Local Enforcement
  2. Litter and Illegal Dumping Cleanup and Community Collection Events
  3. Source Reduction and Recycling
  4. Citizen Collection Stations and “Small” Registered Transfer Stations
  5. Household Hazardous Waste Management
  6. Education and Training Projects
  7. Other (projects must be approved by the TCEQ on a project-by-project basis)

Solid Waste Grant Timeline & Updates

Grant Projects approved, submitted to TCEQ

The Solid Waste Advisory Committee reviewed and prioritized all submitted grant applications before making the following recommendations to the CAPCOG Executive Committee. On Feb. 10, 2016, the CAPCOG Executive Committee approved the Solid Waste Grants Program recommendations for pass-through funds from the Texas Commission on Environmental Quality (TCEQ). The recommendations will now be submitted to the TCEQ for approval.

Grant Workshop-Competed

A solid waste grant application-writing workshop was held from 9 a.m. to noon, Nov, 18, 2015. While the workshop was not required, it was recommended for those who were interested in applying for a grant. All attendees received a presentation about the grant process and how to apply.

Request for Applications-Completed

The request for applications was open from Nov. 3, 2015 to Dec. 17, 2015. All submitted grant applications can be reviewed.

Previous Solid Waste Grants

CAPCOG's request for applications to implement solid waste management initiatives funded in partnership with the Texas Commission on Environmental Quality during fiscal 2014-2015 closed in early 2014. The CAPCOG Executive Committee approved applications in May 2014 and the Texas Commission on Environmental Quality approved the applications in June 2014.
