Solid Waste Grant Program

Using state funding generated from selected landfill fees, Texas councils of governments such as CAPCOG are able to support eligible projects within its jurisdiction that help implement the regional solid waste management plan.

Current grant application opportunities

The CAPCOG Solid Waste Grant Program is estimated to provide $177,766 in pass-through funding to communities in its 10-county region for the 2018 and 2019 fiscal years. 

Grant funds are available to local governments, public schools and school districts, and general and special law districts created in accordance with state law, and with the authority and responsibility for water quality protection or municipal solid waste management. 

Funds may be used for projects under seven categories:

  1. Household hazardous waste management
  2. Environmental local enforcement
  3. Litter and illegal dumping clean-up and community collection events
  4. Source reduction and recycling
  5. Citizens’ collection stations
  6. Educational and training programs
  7. Other eligible solid waste management projects, including scrap tires projects

Grant Workshops - Nov. 10, Dec. 6, 2017

CAPCOG is offering four solid waste grant application-writing workshops at its offices to take place in November and December. While the workshops are not required, it was recommended for those who are interested in applying for a grant. These workshops will cover topics including:

  • Grant eligibility
  • Grant selection process
  • Completing the application
  • Funding categories
  • Funding standards and project reporting

RFA Questions and Answers - Dec. 15, 2017

CAPCOG will offer individual assistance to any applicants who attend the above workshops, including a preliminary review of an application to ensure that it will pass all screening criteria, as long as such requests are received by Dec. 15, 2017.

Private Industry Review - Jan. 11, 2018

In accordance with TCEQ’s Administrative Procedures and CAPCOG’s Funding Plan for the FY 2018-19 Solid Waste Grant Program, CAPCOG is required to notify private industry solid waste service providers in writing at least seven days before the beginning of the period that applications will be available for public review. Applicants will be notified of any objections and have an opportunity to resolve any issues before the SWAC scoring meeting. Private industry objections to any applications must be received in writing no later than 5 p.m., Thursday, Jan, 11, 2018, in accordance with CAPCOG’s FY 2018-19 funding plan.

SWAC Scoring Meeting - Jan. 19, 2018

Applicants will be provided an opportunity to present their application for up to five minutes to the Solid Waste Advisory Committee. Following each presentation, the SWAC can ask questions and get answers about each application for up to 10 minutes. Each SWAC member will then score each application. The meeting will be held on Friday, Jan. 19, 2018. Meeting details to follow.

Previous Solid Waste Grants

2016-17

The CAPCOG Executive Committee recommended 11 projects to receive funding, totaling $203,755, to the TCEQ for the 2016 and 2017 years. The region received 25 applications for projects.

2014-15

CAPCOG's request for applications to implement solid waste management initiatives funded in partnership with the TCEQ during fiscal 2014-2015 closed in early 2014. The CAPCOG Executive Committee approved applications in May 2014 and the Texas Commission on Environmental Quality approved the applications in June 2014.
