Senior Accountant/Assistant Director of Finance
CAPCOG’s Finance Division is an integral partner supporting the financial functions of the COG divisions and maintaining the financial integrity of the COG. The Finance Division is seeking candidates to be an active part of their team as a Senior Accountant/ Assistant Director of Finance. This position performs advanced and managerial level accounting work. Work includes the preparation of financial analyses and financial statements; administering the purchasing and procurement procedures; accounting, budgeting and reconciling for grants and contracts; and reviewing transactions, procedures, and controls. Performs duties as the director when the director is absent.   
Education: Graduation from an accredited four-year college or university with major course work in accounting is required.
Experience:  Minimum of five years’ experience in accounting and financial operations is required. Experience with grants and contracts, government accounting, computerized accounting applications (QuickBooks does not meet this qualification), and proficiency with Microsoft Excel is required. Experience with managing the accounting functions of a governmental agency or large not for profit is preferred.
Education and experience may be substituted for one another depending on qualifications.
Salary range: $62,000 - $75,000 depending on qualifications.

Distaster Recovery Coordinator
CAPCOG is seeking a Disaster Recovery Coordinator to manage disaster recovery programs with a focus on housing assistance in federally-declared disaster counties. Strong candidates will have experience working with FEMA programs and with grant management procedures.  Coordinator will work with local governments in the field to assist housing recovery efforts including assistance to eligible residents. Position will be full-time for 18 months but may be continued depending on related emergency management work.

Education:  Graduation from an accredited college or university is required. Minimum of three years of work focused on grant administration and implementation activities; experience with FEMA and HUD funding preferred. 
Experience: 
Required: Demonstrated knowledge of disaster recovery work with a focus on housing and infrastructure repair and reconstruction.  Experience working with procurement, contracts, and general regulatory compliance. 
Preferred: Experience working with emergency response and/or emergency management, including development of emergency management or emergency response plans; experience in the administration, development, coordination, and monitoring of grants.
Salary range: $53,000 - $64,000 depending on qualifications.

Planning and Economic Development Regional Planner
CAPCOG’s Planning and Economic Development Division provides technical assistance and support to local governments throughout the 10-county region on issues related to planning and land use, sustainable economic development, transportation planning, and related policy fields.
The Planning and Economic Development Division is seeking a temporary part-time regional planner to support programmatic activities. The position offers 20 hours per week and is funded from January through May of 2018 at a rate of $18 per hour. There is potential for the term of the position to be extended, and the position is open to current students. The main duties of the position will support regional and community planning activities on issues related to planning and land use, sustainable economic development, transportation planning, and related policy fields; conduct research and analyze data and information to support project reports and recommendations. Education: Graduation from an accredited four-year college or university with major coursework in city or regional planning, economics, public administration, political science, or a related field is generally preferred.
Experience: Demonstrable experience in planning and research work, either in a professional or academic setting is required. 
Salary: $18.00 per hour.

9-1-1 Operations Coordinator IA
CAPCOG’s Emergency Communications Division manages the 9-1-1 system for the region as an emergency communications district. The division provides operational planning and technical assistance to our local government agencies to ensure that 9-1-1 calls reach the right public safety answering point with correct location and telephone information.  Currently the Emergency Communications Division is seeking candidates for a 9-1-1 Operations Coordinator IA.  The position serves as a subject matter expert on disaster recovery procedures for 9-1-1 networks; 9-1-1 databases; and contractual agreements to validate 9-1-1 call flow and delivery; evaluates and documents wireline, wireless, private switch and / or ancillary service providers network activities; and participates in the technical support of the 9-1-1 systems and services.  Work will be performed throughout the 10-county region in support of the 31 public safety answering points: analyzing wireline and wireless telecom company emergency services, resolving problems, validating 9-1-1 database and call routing.

Education:  Graduation from an accredited four-year college or university with major course work in business management, computer or management information systems or a related field is preferred.
Experience: 
Required: Minimum three years’ experience in 9-1-1 systems design, database administration, wireless, or VoIP services. 
Preferred: Basic skill in use of ArcGIS, understanding of how GIS, MSAG and addressing databases work together, and an Emergency Number Professional (ENP) certification.
Successful completion of a CJIS background investigation required.
Salary range: $50,000 - $55,000 depending on qualifications.

Crisis Information Systems Coordinator
CAPCOG’s Homeland Security Division focuses on regional planning, activities and initiatives that support the ability of local governments to collaborate and share critical information and resources during emergencies and disasters. The division is seeking candidates for a Crisis Information Systems Coordinator. This position performs moderately complex system administration, web development, and technical support work.   Work involves coordinating implementation, operation, and training constituents on the regional Emergency Notification System (ENS) and WebEOC® crisis information management system (CIMS). Provides staff support and coordination to CAPCOG Homeland Security Task Force committee and subcommittees; assists in the planning, developing, and implementing of division programs; and provides consultative services and technical assistance to the emergency management coordinators, public safety responders, public health and medical professionals, elected officials, and other stakeholders within the 10-county area. Must have completed, or be able to complete within 90 days of hire, courses ICS100, ICS200, IS700 & IS800.
Must be able to pass the Criminal Justice Information Security background check.
Education: Associate’s degree with coursework in web design, information systems or related area required. 
Experience: Minimum of one year’s experience in the field of service, customer service or related areas. Hands on experience with web programming, web applications and programming languages such as HTML, CSS, JavaScript, and API's is preferred. Education and experience may be substituted for one another.
Salary range: $45,000 - $55,000 per year depending on qualifications.
