Regional Planner - Regional Planning & Services Division

CAPCOG’s Regional Planning and Services Division provides technical assistance and support to local governments throughout the 10-county region on issues related to planning and land use, sustainable development, transportation planning, natural resource management, and related policy fields.
The Regional Planning and Services Division is seeking an entry-level regional planner to support programmatic activities. The main duties of the position will support the division’s planning and research activities. Near term projects are expected to include rural transportation planning, coordinating with stakeholders to promote affordable and accessible housing for seniors, and supporting research on local and state-wide policy issues. Education: Graduation from an accredited four-year college or university with major coursework in city or regional planning, economics, public administration, political science, or a related field is required.
Experience: This is an entry-level position which does not require prior professional planning experience.
Salary: $36,976 - $47,688 per year annualized, depending on qualifications

911 Training Coordinator III - Emergency Communicatons Division

The Emergency Communications Division is seeking a 911 Training Coordinator III. The Emergency Communications Division works with agencies throughout the 10-county Capital Area Emergency Communications District (CAECD) which oversees and funds the region’s 9-1-1 program. The Coordinator will perform consultative and technical assistance work related to the 9-1-1 educational program. Coordinating training and educational programs, services and activities for the 10-county district.  Work involves the designing and preparation of curriculum, delivering the training and the determination of the manner of delivery, procuring additional instructors, assessing and evaluating training hardware and software for effectiveness, and ensuring all training and reporting meets the standards expected by the CAECD and regulatory agencies.
Education
Graduation from an accredited four-year college or university with major course work in education, computer science or a related field is generally preferred. 
Experience
Minimum three years’ experience in a field related to telecommunications, 9-1-1-operations, or training is required.  A valid Texas Telecommunicator license is preferred.  Must hold, or obtain within six months of employment, an instructor’s certification through the Texas Commission on Law Enforcement (TCOLE).  Emergency Number Professional (ENP) certification is preferred.
Education and experience may be substituted for one another. Successful completion of a background investigation required.
Salary range: $42,000 - $47,000 depending on qualifications

Regional Planning & Services Temporary Part-time Research Specialist 

The Regional Planning and Services Division is seeking a Temporary Part-time Research Specialist. The core project for the Research Specialist will be to research and prepare a report on county land-use authority. The Research Specialist will also divide their time providing research support for the Economic Development program, Commute Solutions Program, and Regional Transportation Planning. This position provides a person the opportunity to work on regional issues with our regional partners. Employee will be expected to work an average of 16-24 hours per week, starting early February 2019 through the expected conclusion at the end of May 2019. Depending on funding availability and performance, this position may be converted to a regular, full-time position starting in June 2019.
Education
Required: Graduation from an accredited four-year college or university.
Preferred: Completion of at least one semester (12 credit hours) of graduate-level education in city or regional planning, economics, public administration, political science, or a related field.
Experience
Required: Demonstrable experience in research work, either in a professional or academic setting. Experience using ArcGIS and MS Office Suite at a proficient level.
Salary: $18.00 per hour

Emergency Communications Assistant Director of Operations

The Emergency Communications Division is seeking an Assistant Director of Operations. The Emergency Communications Division works with agencies throughout the 10-county Capital Area Emergency Communications District which oversees and funds the region’s 9-1-1 program. It provides operational planning and technical assistance to 31 Public Safety Answering Points (PSAPs) to ensure 9-1-1 calls reach the right PSAP with correct location and caller information. The Assistant Director’s work involves managing activities associated with an emergency services network and equipment used in the delivery and processing of 9-1-1 calls for service; overseeing network design, policy development, resolving problems to maintain and improve quality of the system and coordinating vendor support services. The Assistant Director will supervise three Operations Coordinators to manage the provision, installation, monitoring, and maintenance of multiple service providers in a Next Generation 9-1-1 network environment.
Education
Preferred: Bachelor’s degree from an accredited college or university with major course work in computer science, information systems, or closely related field.
Experience
Required: Minimum of five years’ experience in local and/or wide area network operations and/or telecommunications; with an emphasis in emergency 9-1-1 operations.  Three years’ experience in management of a business function or unit relevant to 9-1-1.
Preferred: Emergency Number Professional (ENP) certification.
Salary Range
$85,000 - $91,800 depending on qualifications
