Homeland Security Training: Public Safety TLO Basic Course

CAPCOG is hosting the Austin Regional Intelligence Center to teach instruct a 6-hour public safety threat liaison officer basic course.

The TLO Basic course is a one-day class designed to provide an overview of the ARIC TLO Program. The training program is designed for line level personnel who have the ability, background, and desire to share and receive pertinent information regarding criminal threats at the local, state and national level. This training will allow the TLO to have access to all relevant resources available through the information sharing network.

The basic 6-hour TLO course identifies key roles and prepares the participants to effectively share information and potential intelligence with the goal of deterring terrorism and multi-jurisdictional crime, versus focusing on more traditional “reactionary” methodologies. The course further enhances the TLO’s ability to support and perform two target capabilities from the National Preparedness Goals as follows: 

  • Information gathering and recognition of indicators and warnings. 
  • Terrorism related information sharing and dissemination. 
  • National Suspicious Activity Report (SAR) Initiative, “If you see something, say something.” 
  • TLO Mandate, “Know what to look for and how to report it.” 
  • The following topics/subjects will be covered: 
  • Domestic and international trends specific to Central Texas 
  • Intelligence cycle and 28 CFR compliance 
  • Case study analysis of successes and failures in the SAR process 
  • Threat vulnerabilities 
  • Social media suspicious activity recognition 
  • Information analysis and dissemination 
  • Energetic material recognition based on suspicious activity 
  • An overview of the Netsential database (www.arictexas.org) 

Target Audience: Civilians working closely within the public safety/homeland security community in an emergency management role, who are employed within the ARIC’s Area of Responsibility (AOR). Registration limited to 50 participants.
