Workshop: Texas General Land Office State Action Plan for Hurricane Harvey

The Brazos Valley Council of Governments (COG) will host the Texas General Land Office-State Action Plan Workshop for Hurricane Harvey funding to let local government officials, including those in the CAPCOG region’s impacted counties, to address the plan.

The plan will detail the proposed use of all funds, including criteria for eligibility, and how the use of these funds will address long-term recovery and restoration of infrastructure, housing, and economic revitalization in the most impacted and distressed areas. The workshop will discuss the content and timeline of the plan as well as answer all questions about long-term recovery and Community Development Block Grant Disaster Recovery (CDBG-DR) funding.

Hurricane Harvey impacted many local counties with heavy rain and flooding in August 2017 damaging and destroying many single- and multi-family residences along with key infrastructure. The U.S. Department of Housing and Urban Development has allocated $5.024 billion in CDBG-DR funds to the state of Texas in response to this disaster.  

Local government officials from all the impacted areas are welcome and should attend the workshop. This includes county judges, commissioners, mayors, council members, emergency management coordinators, and council of governments staff involved in Hurricane Harvey recovery.

The impacted areas include:

  • Alamo Area COG - Comal, Guadalupe, and Karnes counties
  • Brazos Valley COG - Burleson, Grimes, Madison, and Washington counties
  • CAPCOG - Bastrop, Caldwell, Fayette, and Lee counties
  • Central Texas COG - Milam County

Homeland Security Training: Hate & Terrorist Groups in Rural Jails and Prisons

CAPCOG will host an eight-hour, management-level instructor-led course focusing on rural correctional facilities as unique environments for threat group recruitment and radicalization. The course examines the processes by which recruitment and radicalization occur and proposes methods for strengthening the information gathering and sharing process.

Public Hearing: 2017 Hurricane Harvey CDBG-DR MOD

The Capital Area Council of Governments (CAPCOG) is conducting public hearings on the Method of Distribution of 2017 Hurricane Harvey Community Development Block Grant Disaster Recovery (CDBG-DR) Allocation for the Local Infrastructure Program and the Local Buyout and Acquisition Program.

The purpose of the hearings is to gather public comments and input from those residing in the CAPCOG counties affected by Hurricane Harvey, 2017 FEMA Disaster 4332: Bastrop, Caldwell, Lee, and Fayette counties. CAPCOG anticipates the region receiving $4,305,474 of infrastructure program and $12,929,474 of acquisition program funds from the U.S. Department of Housing and Urban Development (HUD). These program funds are direct allocations to be issued under the CDBG-DR Program to eligible cities and counties designated in HUD’s impacted areas during Hurricane Harvey.

On June 13, 2018, a draft of CAPCOG’s Method of Distribution will be viewable at CAPCOG’s office, 6800 Burleson Road, Building 310, Suite 165 in Austin, and on www.capcog.org and www.glo.texas.gov. A second public hearing will be held to review the proposed Method of Distribution at 6 p.m. Tuesday, June 19, 2018, at the Bastrop County Annex, 804 Pecan Street in Bastrop, in the County Commissioners’ Courtroom on the 2nd floor.

The public hearings’ meeting space is in compliance with the American Disabilities Act.

Workshop: TCEQ’s ERIG Grant Workshop

The Texas Commission on Environmental Quality is conducting several workshops throughout the state about applying for the Emissions Reduction Incentive Grant, which provides funding opportunities to offset the cost of projects that reduce emissions of nitrogen oxide from high-emitting mobile diesel sources.

Individuals and organizations, private and government, from 42 counties can apply for the grants funding to include five counties in the CAPCOG ten-county region – Bastrop, Caldwell, Hays, Travis and Williamson. Funding from the grant can upgrade or replace older heavy-duty vehicles, non-road equipment, marine vessels, locomotives, and stationary equipment.

CAPCOG is conducting a free, half-day Household Hazardous Waste Management Workshop that will discuss the best practices of managing local household hazardous waste collection events. The workshop will discuss regulations for managing and running the events, how to plan the events, best local governments contracting practices, and provide the opportunity to learn how communities throughout the region have reduced costs while hosting HHW events or (batteries, oil, paint, antifreeze, tires, and electronics) BOPATE events.

While intended for communities new to running HHW collection events, this workshop will offer entities used to coordinating these event the opportunity to learn new best management practices.
